Description

SIM Toolkit is widely used in a few countries to enable digital signing or authorize bank transactions. Please enable it on devices that have a SIM card.

Discussing about where to place it, maybe in aosp_$DEVICE.mk.
Also could be moved to ua_$DEVICE.mk or a gsm.mk which is called from ua_$DEVICE.mk

It's up to the DM to push a change to aosp_$DEVICE.mk. Tuna and espresso3g now ship it by default.
